Biocides: Disinfection for the food industry and teat disinfectants

The Biocidal Product Regulation (BPR, Regulation (EU) 528/2012) concerns the placing on the market and use of biocidal products, which are used in the food industry and elsewhere. In Denmark the Danish Environmental Protection Agency (EPA) is the Competent Authority.

​​​​​​​​Disinfection products for the food industry and teat disinfection products are biocidal products whose constituents may present a risk to humans, animals and the environment. Therefore, these products must be nationally approved by the Danish Veterinary and Food Administration (DVFA) before they can be placed on the market in Denmark. 

Biocidal ​products

A biocidal product contains one or more active substances, or generates one or more active substances, with the purpose to destroy, deter, render harmless, prevent the action of, or exert a controlling effect on, harmful organisms by means other than mere physical or mechanical action. Therefore, only products that control harmful organisms by chemical substances are covered by The Biocidal Product Regulation.


About the ​national authorisation

The DVFA's authorisation of the products is based on an assessment of whether they are proven effective in eliminating microorganisms at the specified concentration. 
The authorisation is also based on the fact that, when properly used, there is no risk of residues harmful to human health. Only products which do not pose a health risk are approved. Products may not be placed on the market in Denmark until they have received an authorisation from the Danish Veterinary and Food Administration. 


The legislation behin​​d the national authorisation  

The Danish Veterinary and Food Administration's authorisation system is governed by the Danish Order No 859 of 23 August 2019 on the authorisation of disinfectants, etc. in food businesses, etc., which stipulates that disinfectants and teat disinfection products/sprays must be approved before placing them on the market. According to this Danish Order products must be approved ​​by the Danish Veterinary and Food Administration before being placed on the Danish market. 

What can the DVFA​​ approve?

The Danish Veterinary and Food Administration will only approve the following products for disinfection:

  1. Disinfectants used on food contact surfaces in food establishments, dairy herds and fishing vessels storing fish for human consumption for more than 24 hours. 
  2. Products for disinfection of teats before and after milking


The Danish Veterinary and Food Administration does not approve dyes for teat dipping or other disinfection products, if the dye is not approved for use in food.
